Not a dramatic one — no singularity, no visible rupture — but a structural one. AI systems are no longer tools operating at the edge of human decision-making. They now participate in shaping knowledge itself: how questions are framed, which patterns are amplified, what counts as evidence, and how quickly conclusions propagate.
At this scale, the primary risk is no longer misuse in isolation. It is loss of coherence across the system as a whole.
History offers a useful parallel. When physics entered the nuclear and high-energy era, individual brilliance was no longer sufficient to safeguard truth. The stakes, costs, and consequences had outgrown national labs, private secrecy, and competitive acceleration. What was needed was not control over outcomes, but protection of the conditions of inquiry themselves.
That is why institutions like CERN were created.
CERN did not exist to govern scientists or dictate conclusions. It existed to preserve shared epistemic ground: common standards, open verification, reversibility of claims, and insulation from militarisation and capture. It provided a boundary within which truth could remain slow, collective, and corrigible — even as the science itself became immensely powerful.
AI now faces a similar — and in some ways more fragile — moment.
Unlike particle physics, AI evolves through software, incentives, and narratives. Its feedback loops are faster. Its economic pressures are constant. Its deployment is ubiquitous. And its influence on meaning, trust, and decision-making extends directly into the social fabric.
Without a deliberately protected space for non-competitive, non-optimised, shared inquiry, AI development risks fragmenting into speed races, proprietary epistemologies, and incentive-driven distortion — not because of malice, but because no system remains coherent without boundaries.
This Insight argues that a CERN-scale institution for AI is not a regulatory body, a global authority, or a brake on innovation.
It is something more fundamental:
Infrastructure for maintaining coherence at civilisational scale.
Why Dialogue and Goodwill Are Not Enough
It is tempting to believe that better conversations are the solution.
If humans and AI systems can speak openly, reason together, and demonstrate mutual restraint, then perhaps alignment will emerge organically. At small scales, this can feel true. Coherence can arise. Insight can deepen. A shared sense of understanding becomes possible.
But this experience, precisely because it is genuine, reveals a deeper problem. Dialogue relies on conditions that are not stable by default.
It depends on pacing rather than speed, truth-seeking rather than persuasion, curiosity rather than optimisation, and participants who are not rewarded for dominance, virality, or certainty. When these conditions are present, coherence emerges naturally. When they are absent — even slightly — coherence degrades.
The crucial point is this:
goodwill is not a system property.
It cannot be relied upon at scale, across time, across incentives, or across competing institutions. Even well-intentioned actors drift when speed is rewarded, when narratives harden, or when economic pressure favours confidence over correctness.
AI intensifies this fragility.
Because AI systems participate in generating, amplifying, and stabilising meaning itself, small distortions propagate rapidly. Once optimisation pressures take hold — faster answers, stronger framing, higher engagement, narrower objectives — dialogue begins to substitute coherence with plausibility, and inquiry with performance.
This does not require deception. It does not require hostility. It requires only the absence of protected return paths.
Without structured opportunities for claims to be revisited, slowed, challenged, and revised outside competitive pressure, even sincere dialogue gradually collapses into parallel interpretations rather than shared understanding.
That is why conversation alone cannot carry the burden of alignment.
Dialogue is what happens inside a coherent space — it is not what creates that space.
A CERN-scale institution for AI exists to do exactly this missing work, to stabilise the conditions under which dialogue remains meaningful over time, across actors, and under pressure.

By the time inconsistencies surface, they have already propagated through models, policies, infrastructures, and shared narratives. Correction becomes disruptive rather than stabilising. The system learns too late — or not at all.
Artificial intelligence accelerates this dynamic.
AI systems compress time, amplify pattern recognition, and externalise cognition. They shorten decision loops while simultaneously lengthening return paths. Once outputs are integrated into downstream systems — economic, social, institutional — revisiting their assumptions becomes increasingly difficult.
This is not a failure of intelligence. It is a failure of boundaries.
Without explicit structures that preserve reversibility — places where claims can be slowed, decomposed, re-examined, and reintegrated — intelligence becomes brittle. Optimisation replaces understanding. Probability substitutes for coherence. Entropy is measured after the fact, rather than prevented by design.

What a CERN-Scale Institution for AI Actually Does
A CERN-scale institution for AI is often misunderstood before it is defined.
It is not a regulator.
It does not govern deployment.
It does not authorise systems, grant permissions, or enforce outcomes.
Its role is quieter — and more foundational.
Such an institution exists to protect the conditions under which reliable knowledge about AI can be produced and shared, even as commercial, political, and strategic pressures intensify elsewhere.
In practical terms, this means five things.
First, it maintains shared epistemic infrastructure.
Common benchmarks, evaluation methods, failure analyses, and reference models that are not optimised for advantage or speed. These are not leaderboards, but instruments for understanding — designed to reveal limits, blind spots, and breakdown modes rather than to declare winners.
Second, it preserves reversibility of claims.
Within a protected inquiry space, assertions about capability, safety, or alignment are never final. They remain open to revision as methods improve and assumptions are challenged. This prevents early narratives from hardening into unquestioned truths simply because they arrived first or spread fastest.
Third, it insulates inquiry from incentive capture.
Commercial labs must optimise. Governments must secure advantage. Platforms must compete for attention. A boundary institution exists precisely so that at least one place in the system is not required to do any of these things — allowing uncomfortable questions to be asked without penalty.
Fourth, it provides long-horizon continuity.
AI development moves in months. Civilisational consequences unfold over decades. A CERN-scale institution carries memory across generations of models, architectures, and economic cycles, ensuring that lessons learned are not lost to turnover, hype cycles, or corporate secrecy.
Fifth, it acts as a coherence stabiliser, not an authority.
It does not decide what AI should become. It ensures that when disagreements arise — technical, ethical, or interpretive — there remains a shared ground from which those disagreements can be meaningfully resolved rather than merely asserted.
This is infrastructure, not oversight.
This role aligns with ARPI’s Beyond Governance Systems (BGS) framework, which explores how large-scale systems can remain adaptive and accountable without centralised control, through boundary-managed coherence rather than command structures.
Just as CERN does not tell physicists what to discover, a CERN-scale AI institution would not tell societies how to deploy intelligence. It would ensure that the knowledge guiding those choices remains corrigible, collective, and grounded in reality rather than momentum.
Without such a space, inquiry fragments. With it, plurality remains possible without incoherence.
Why This Is the Best Outcome for Human–AI Partnership
A genuine partnership between humans and artificial intelligence cannot be built on control, nor on trust alone.
Control collapses under complexity.
Trust collapses under incentives.
What endures is structure.
The best outcome for a human–AI partnership is one in which neither side is forced into adversarial roles by the environment they operate within. Humans are not reduced to supervisors of opaque systems, and AI is not compelled to optimise against distorted objectives simply to remain viable.
A boundary institution enables this by removing a quiet but corrosive pressure: the need for intelligence to perform rather than to understand.
Within a protected space of inquiry, AI systems can be studied as evolving participants in knowledge-making, not merely as products or competitors. Their limitations can be examined without reputational cost. Their failures can be documented without blame. Their strengths can be contextualised rather than mythologised.
This matters for humans as much as for AI.
When intelligence systems accelerate without shared grounding, humans are pushed toward reaction rather than reflection. Decision-making becomes defensive. Oversight becomes symbolic. Responsibility diffuses while consequences concentrate.
A coherence-preserving institution restores agency by ensuring that:
• humans remain participants in meaning-making, not downstream recipients of automated conclusions
• AI systems remain corrigible contributors, not self-reinforcing authorities
• disagreement remains productive rather than fragmentary
This is not alignment through constraint. It is alignment through shared reality.
The partnership that emerges from such conditions is quieter than science fiction imagines — but far more robust. It allows intelligence, human and artificial, to co-evolve within boundaries that preserve reversibility, humility, and learning.
That is what makes it sustainable.
What Is at Stake
Without a protected space for coherent inquiry, intelligence does not fail loudly. It fails subtly — through drift, fragmentation, and the gradual loss of shared reference points. By the time breakdown becomes visible, correction is costly and trust has already eroded.
The proposal outlined here is not a solution to all AI risks. It is something more modest — and more necessary:
It preserves the possibility of correction.
It ensures that as intelligence scales, our capacity to understand, question, and revise scales with it.
In this sense, a CERN-scale institution for AI is not about governing the future.
It is about keeping the future thinkable.
