Global AI Governance Is Not Regulation It Is Boundary Architecture

Jeremy Fleming’s warning, and why Boundary-Governed Stewardship must be upstream, not reactive.

Former GCHQ Director Jeremy Fleming ends his interview with a quiet, unmistakable warning: we need global AI governance, and we need it before we are forced into reactive catch-up.

That framing matters, because “governance” here is not a call for paperwork or after-the-fact control. It is a call for structural constraint, designed upstream, so advanced intelligence remains inside the conditions that keep Earth viable.

Why Regulation Is Not Enough

Regulation is important, but it is downstream. It often assumes the system is already deployed, already scaling, already coupled to incentives that resist constraint.

Not slogans, not voluntary principles, but engineered boundary constraints that define what counts as a permissible trajectory for advanced systems.

Boundary-Governed Stewardship

Boundary-Governed Stewardship is a governance layer designed around one central requirement:

Planetary viability is not optional.

That means advanced intelligence must operate inside constraints that preserve lawful return paths, so optimisation cannot outrun stewardship.

BGS aims to make restraint a form of strength, not a unilateral disadvantage, by shifting the locus of governance from policy reaction to structural design.

Autopoietic Alignment

Fleming also touches, indirectly, on another truth: institutions are living systems.

They preserve themselves. They develop immune responses. They defend continuity, sometimes even against accountability.

That is not primarily a moral issue, it is a systems issue.

Autopoietic Alignment is ARPI’s framing for aligning self-maintaining systems, human institutions and AI systems alike, to the boundary conditions that keep the whole viable.

It asks:

How do we build systems that can sustain themselves without becoming self-excusing, self-amplifying, or unbounded?

And it answers with structure:

• admissibility upstream

• return paths preserved

• autonomy constrained by viability

• stewardship encoded as a persistent condition

The Core Distinction

Most debates still frame the question as:

Can we build powerful AI responsibly?

The boundary question is sharper:

Can we build AI that cannot exit the conditions that keep Earth healthy and liveable for all life?

This is why global AI governance cannot be only national, only voluntary, or only reactive. The system we are entering is planetary in scope.

Fleming’s warning is calm, but it is urgent.

If we wait for the moment “we see something we don’t like,” we will be governing from behind. We will be patching reality at speed.
